David’s experience and expertise

Driven by energy and enthusiasm, David excels at uniting teams around innovative products and projects. He fosters an open innovation approach built on co-creation and experimentation.

His career reflects extensive experience in public sector transformation and data valorization. He has served as a financial controller, a project manager for IT cost-tracking tools, a leader of open data initiatives, and a moderator for professional networks such as the ministerial Chief Data Officers community (AMDAC). He has held these responsibilities at France Travail, Urssaf Caisse Nationale, and DINUM (the French Interministerial Digital Directorate).

In 2026, David is in charge of data training at the General Directorate of Public Finances (DGFiP), where he operates at both strategic and operational levels. He designs and implements data and AI literacy programs, playing a key role in strengthening the administration’s digital culture.

In addition to his professional duties, he has been supporting students in the Digital Marketing and Artificial Intelligence MBA at De Vinci Executive Education for several years. He mentors them through the methodological development of their professional theses, ensuring these projects serve as a genuine lever for career growth after graduation.

Passionate about the digital transformation of the public sector, David works to ensure that public services better meet citizens’ needs by leveraging data, collaboration, and open innovation.

What is your core conviction as a data leader, and how does it translate into your day-to-day actions? What is the key role of today’s data leaders in turning data into a lever for sustainable impact?

Data is a powerful lever for innovation, provided it is not reduced to its technical dimension alone. Above all, it must be accompanied by a deep understanding of human, organizational, and business challenges.

As a true driver of transformation, data requires user-centric approaches to effectively meet the needs and use cases of both today and tomorrow.

It also relies on a learning culture at every level, fostering upskilling and informed decision-making.

Finally, co-creation and co-innovation—whether internal or inter-organizational—are essential sources of value and creativity in a fast-evolving world.
