Jean-Noel Olivier

Jean‑Noël Olivier is a recognized expert in digital transformation and IT governance in the public sector. He began his career at Accenture France in the Health and Public Sector division, supporting the modernization of systems and processes across multiple government agencies, and leading major governmental programs such as online tax filing and the implementation of the interministerial cloud for the French State.

As Chief Digital and Information Systems Officer for Bordeaux Métropole, Jean‑Noël oversees the digital strategy of the public body, the governance of information systems, and IT security for the Métropole and its 19 municipalities within the shared digital service. He works to make digital services accessible, inclusive, and citizen-focused, developing innovative, reliable, and secure public services.

Under his leadership, Bordeaux Métropole has deployed major initiatives in digital transformation, data use and sharing, and IT modernization, enhancing both the efficiency and accessibility of services for residents. He also supports the implementation of collaborative projects and digital platforms to leverage technology for citizen engagement and the ecological transition of the territory.

Jean‑Noël is known for his ability to combine strategic vision, operational rigor, and collaborative leadership, making digital technology a true driver of regional performance and innovation. Active in the public and digital ecosystem, he regularly shares his vision for useful, human-centered digital solutions.

He holds an engineering degree in digital technology and security from ENSEIRB-MATMECA and is also a certified digital security auditor, graduating from the National Institute for Advanced Studies in Security and Justice (INHESJ).
