Patrick’s experience and expertise

Patrick Pigache is Head of Data Strategy for Ecological Transformation, Climate, and Environmental Assessment at the City of Paris. He designs and leads its data strategy to support ecological transition and assess the city’s environmental performance.

He develops data frameworks aimed at producing, validating, and sharing indicators and decision-support tools to guide public policies. In this role, he works closely with operational experts and coordinates the production of strategic indicators, including those related to the Climate Plan and other impact plans covering the environment, mobility, energy, water efficiency, climate adaptation, resilience, and more.

In his work, Patrick identifies needs, sets data strategy directions, and establishes the associated governance frameworks. He leads cross-functional networks to develop shared dashboards and promote data adoption, helping to embed a data-driven culture at the heart of operational processes. He designs and manages data projects that are useful, responsible, and user-centered.

Patrick’s career reflects a constant commitment to transforming public services: leveraging data to inform strategic choices, opening data in the spirit of democratic accountability, and democratizing its use as closely as possible to operational teams.
