Simon Chignard is a data expert and President of the Observatoire Data Publica. As a senior public policy advisor, author, speaker, and consultant with over 20 years of experience, his expertise spans AI, open data, data governance, B2G data sharing, and data culture. He is also a specialist in transparency, algorithms, as well as open and participatory government.
Simon advises public decision-makers and organizations at local, national, and European levels on the challenges of governance and the responsible use of digital technologies.
He teaches Artificial Intelligence and Algorithms Applied to Public Policy at Sciences Po (Paris) and the Hertie School (Berlin), where he helps train future leaders on the ethical, regulatory, and societal implications of digital transformation.
Through his research and speaking engagements, Simon Chignard works toward creating more transparent, inclusive, and accountable digital ecosystems, bridging the gap between technological challenges, legal frameworks, and the public interest.
