Data Owner

A data owner is a fundamental role in data governance, with ultimate authority and responsibility for a specific dataset or data domain within an organization.

What is a Data Owner?

A data owner is a designated individual, typically within the business, who is responsible for a dataset or data domain. They possess a deep understanding of how data is generated, used, and managed within their area of expertise. Data owners can be considered the “business steward” of the data, ensuring it is treated as a valuable asset and used responsibly and compliantly to achieve business objectives.

The data owner is different from other data roles due to their level of strategic responsibility. While the data steward manages tactical day-to-day aspects and the data custodian handles technical infrastructure, the data owner has strategic responsibility and possesses final decision-making authority regarding data use and management.

Data Owner Responsibilities

The data owner is responsible for a range of data management dimensions:

  • Governance and policies: they define and approve policies for data access, usage, and retention
  • Data quality: they establish data quality standards for their domain, approve the classification of data assets, and actively participate in the organization’s data governance council
  • Access management and security: they authorize or deny data access, determine who can access data, under what circumstances, and for what purposes. They ensure appropriate security controls are in place and monitor data usage to detect potential vulnerabilities

Cross-functional collaboration is also essential. Data owners work closely with data producers to ensure quality at the source, coordinate with data stewards for daily execution, and collaborate with the Chief Data Officer (CDO) and Data Governance Officer to develop and implement the overall data governance strategy.

The Data Owner in a Data Mesh Context

In a data mesh architecture, the data owner role becomes even more crucial due to its decentralized environment. Each domain has its own data owner who oversees that domain’s data products. They collaborate closely with the data product owner to define product objectives, authorize data consumers to access domain data and participate in federated governance by contributing to the establishment of cross-domain standards that ensure consistency while respecting domain autonomy.

The Importance of the Data Owner

The data owner is essential for establishing clear accountability within the organization. They are fully responsible for data management and integrity across their domain, avoiding gray areas and confusion. By establishing and maintaining quality standards, the data owner ensures that data is accurate, complete, and consistent.

They are also responsible for regulatory compliance, ensuring that data complies with GDPR and other applicable regulations. This responsibility establishes organizational trust by demonstrating that data is managed responsibly and reliably. Finally, the data owner ensures strategic alignment by making certain that data management supports business objectives and fosters innovation.
